Ilia State University
Ilia State University is a flagship public research and comprehensive higher education institution in Georgia that was established in 2006 as a merger of six different institutions, each having a long history and a diverse institutional profile. Its schools offer distinctive training in their respective direction and in-depth research opportunity in social sciences, humanities, life sciences, earth sciences, and hard sciences. The leadership remains open to innovative teaching and learning programs and supports research initiatives to finance research activities (significant allocation for research as part of its annual budget), justly occupying the top research citation index in Georgia. With the highest competition rate for PhD programs in the nation, approximately 15,000 students, 988 highly qualified academic staff, and with renovated research infrastructure in several Georgia’s regions (including 30 large and small scale research institutes, centers and stations), ISU has become one of the most desirable universities to study and work for in the country over the last 10 years.
ISU has the following 4 schools:
- School of Arts and Sciences is one of the largest academic schools at Ilia State University that offers interdisciplinary education at all levels basing its curricula on liberal arts education principles and academic freedom.
- School of Engineering & Natural Sciences is a new but a rapidly growing school at ISU offering BA programs in Architecture, Building Constructions, and Computer Sciences, laying the basis for robust research and inventions.
- School of Business is a prestigious destination for studies and research at three levels, offering global education to its students while developing leaders in many business fields bringing change nationally and globally.
- School of Law was established to prepare legal knowledge workers and practitioners while offering three -tier education. The School has emerged one of the successful centers for legal education in Georgia.
International Projects:
Ilia State University is actively involved in international projects. The priorities of these international projects and programs range from infrastructure and new programs development, improvement of academic and scientific potential and sharing the international experience with the leading universities, research organisations, and institutions.
Tempus & Erasmus + CBHE:
Ilia State University has an extensive experience of participating and leading EU funded capacity building and mobility projects. ISU has been the first grant holder of Tempus project from Georgia and up to now has been a coordinator of 2 projects within the frames of Tempus IV and 1 project within Erasmus + CBHE. Overall, ISU has been partner of 27 Tempus, and 9 Erasmus + CBHE projects related to various academic and administrative fields.
DARE Project Responsibilities:
ISU will ensure the development of the inclusive education through strong management and active participation in the project activities. The ISU experts will be actively engaged in the activities of DARE and will work together with DARE’s team to increase educational access for the minority groups, including women, people with special needs and disabilities and people from different regions of Georgia. ISU staff will contribute to the development of new pedagogical approaches and mobile and distant learning programs for minority groups. New assessment and evaluation tools will also be developed according to the requirements of the respective programs. ISU with other European and non-European partner HEIs will hold consortium meetings to create appropriate plans and work packages regarding the best possible path toward the democratisation of HE. ISU will put its best effort to integrate the relevant curricula into the study programs and ensure the proper future for minority groups.

Ketevan Darakhvelidze
Head of the Office of Development
Has international experience in educational projects, grants facilitation and implementation and will contribute to the management part of the project. She has carried out a range of professional higher education strategic development assignment and partner and donor relations in a full-functioning capacity of being a Head of the Office of Development, including managing and supervising the EU-funded programs (Tempus, Erasmus+ CBHE) with a complex technical and consortium dimensions involving different partners from different countries. She holds her first graduate degree from Columbia University in International Educational Development and the second masters from the University of Oslo in Higher Education Administration. She will be an asset for the management and coordination component in ABC project and together with the team, she will ensure successful administration of the grant and compliance with the EACEA regulations.
Tinatin Tchintcharauli
Director of Child Development Institute
Director of Child Development Institute, Ilia State University. She is also an associate professor of psychology at ISU School of Arts and Sciences. She is first Board Certified Behaviour Analyst in Georgia and is actively involved in the clinical practice mainly with children (developmental disabilities, autism spectrum disorder, learning disorders). She has more than 15 years of practical work in neuropsychological habilitation of children and adults. More than 10 years of teaching experience of different courses at different levels (aphasiology, clinical neuropsychology, developmental neuropsychology, cognitive psychology, research methods of psychology, etc). Co-author and editor of more than 15 publications, among them “Inclusive Education Principles” (2008), “Inclusive Education: Teaching students with learning disabilities” (2009), “Inclusive Education Indicators in Georgia. Study report” (2013), editor of textbooks “Born to Talk: an introduction to speech and language development” (2013) and “Children with Disabilities” (2013).
Ana Kanchilashvili
Head of the PR and Marketing Department
Head of the PR and Marketing Department at ISU. Planning and implementing different activities to increase brand awareness of ISU. Preparing and planning presentations in Schools through the whole Georgia – creating working plans for the whole university and specific for different directions of the university. Planning Marketing for each program and workshop organised and delivered by ISU. She has worked in the field of public broadcasting and various talk/reality shows. She also has a wide experience in the field of translating, publishing and coordinating publishing processes.
Manana Salukvadze
International Projects’ Financial Manager
has been conducting the role of International Projects’ Financial Manager at ISU since 2010.Graduated from Moscow Morris Torrez Institute of Foreign Languages, obtained B.Sc. in Spanish and English Languages, specialisation in interpreting; 1981-1982 studied at Havana State University, Department of Spanish Language and Literature; Graduated from Tbilisi State University Faculty of Economics and Management; obtained Master’s Degree in Economics. From 1997 to 2009 worked as a Projects Executive Coordinator at the United Nations Development Programme, leading the implementation of projects in the governance area; (Competency Mapping - Programs/Projects management, implementation, revision & evaluation: Project formulation and design, Financial Management, Grants Management, HR Management, Document Management, Project monitoring / evaluation / reporting); Co-author of over 100 methodological and practical textbooks, dictionaries and other information publications, covering the areas of governance, interagency relations, ICT, human resources management, public relations, audit and control. She has huge experience in financial management, monitoring and reporting of international projects. She’s an expert in preparing, developing and implementing project AWPs and budgets, in maintaining up-to-date budgets, in maintaining administrative and financial oversight of the projects.
Giga Khositashvili
Head of Funds Management Department
Mr. Giga Khositashviligot his MA Degree in Library and Information Sciences at Ilia State University. He is currently employed at Ilia State University Library as Head of Funds Management Department. Besides this, at the university, he coordinates learning management system (Moodle). Mr. Khositashvili is also a visited lecturer at Ilia State University and at Caucasus University. He gives classes in Information Literacy and Academic Writing.
Mr. Khositashvili started working at Ilia State University library in 2011. He made an internship at the Jagiellonian University Library (Krakow, Poland) and study placement at Middlesex University Library (London, UK). Besides this, in 2014 he made month mobility at the Library of Warsaw School of Economics (Warsaw, Poland) and in 2015 at the Linkoping University Library (Linkoping, Sweden).
Mr. Khositashvili’s working experience is closely related to academic libraries. He is a member of Georgian Library Association and International Librarians Network.
His main interests are Library Science, Knowledge and Information Management.
Natia Tskhovrebasvili
Chief Specialist at ISU (Erasmus+ CBHE projects - technical staff)
Chief Specialist at ISU since 2015, she is involved in several Erasmus+ CBHE projects as a technical staff. Project DARE was the first project she was involved in. Natia graduated Tbilisi State University and obtained her Bachelor’s degree in English language and literature and in Finance and banking, later she Obtained MA in English as A Global language, Media and Communication. During 6 years she worked as a deputy of general manager in educational organization.
Telavi State University
Iakob Gogebashvili Telavi State University (TeSaU) in one of the oldest educational centers in Georgia. The University is the only higher educational Institution in the Kakheti region and is an autonomous State Higher Education Institution. There are renewed teaching programs at the University covering three-level: BA, MA and PhD. Mastering professional education is also available at the institution, the teaching language is native Georgian.There are five faculties at the University:

- Faculty of Social Sciences
- Business and Law
- Faculty of Humanities
- Faculty of Exact and Natural Sciences
International Relations of the University are diverse; it has close connections with American and European Universities. Telavi State University students and academic staff are involved in different exchange programs, several International projects, amongst “ERASMUS MUNDUS”, “TEMPUS” and “ERASMUS+” are implemented successfully in the institution. Telavi State University has got all human and material resources to offer foreign language courses and programs for foreign students. Center for International Education located at TeSaU serves our students.
DARE Project Responsibilities:
Telavi State University is the only one Higher Educational Institutions in Kakheti region. Our institution can play the key role in establishing and strengthening relations between future leaders of ethnic minorities and majority. At this moment, there are mostly two groups of minorities living in Kakheti represented among the student population of TeSaU. These are Kisti (Chechenian and Ingushian residing in Georgia) and Azerbaijanians. The involvement of groups such as Osetian, Avarians ,Udins (Albanians of Caucasus) is still very weak. One of our aims is to establish multicultural environment at TeSaU where representatives of all nations and religions would be equally involved. We also work on creating programs which will attract the foreign students at TeSaU and we think that the environment described above is one of the needs for fulfilling this goal. To achieve our goals project team will carry planned outreach activities in villages of ethnic minorities as well as in the university.

Tamar Aslanishvili
Head of International Relations Office of TeSaU
As far as the university is involved in various EU funded as well as other projects, the IR office is the only department that manages and coordinates the projects. She has 9 years of experience in International Relations Direction. She has experience in organising and hosting international events foreseen in the frame of all EU-funded or not EU-funded programs. She is responsible for the quality of implemented activities as well as evaluating the project results. She is also responsible for preparation of the application for the projects as well as preparation of mid-term and final reports. Among other issues, she took responsibility on all documents prepared for international projects. She was the person who made negotiations to the university administration on the managerial issues connected to the projects. Among other seminars, conferences and workshops she took part in the Bologna Process Seminar, conference held in ATEI, Thessaloniki, Greece in 19-20.05.2008 “Investing in people: Strategies for Financing VET”, She is also the participant in the workshop held in Thessaloniki, Greece on the following topic “New Methods and Use of ICT in Higher Education.“ She is responsible for already finished project reports as well as ongoing projects which are being implemented in the university. (From 2007 there are 9 Tempus, 2 Erasmus Mundus programs, various Erasmus+ programs and other exchange or academic programs which are being implemented at TeSAU.
Sophio Arsenishvili
Has the experience as the administrator in international relation field. Has been actively involved in implementing TEMPUS and Erasmus Mundus Programs in Telavi State University. Also, works as a head of Telavi Center for International Education from 2000 till today. She is a coordinator of DOIT project at TeSaU. Through the DOIT she worked together with foreign colleagues on creating a syllabus, organising events, participated in conferences on multiculturalism (Kay college, Be’er Sheva, Israel March 2014). She is leading the course “Multiethnic and Multicultural Georgia” at TeSaU. Her main fields of interests are religion, culture and traditions of Middle East region. Also in February-March 2009- she participated in University Administration Support Program (administrated by IREX), receiving institution –UC Davis- the topic of study during fellowship was “University Relation with Business and Government”, duration of the fellowship-8 weeks, product of the fellowship-presentation of thesis “UC Davis Relation with Business and Government” in IREX head office, Washington. In June 2010, she participated in NAFSA Conference, Kansas City, Topic presented- “The Latest Changes in System of High Education of Georgia”.
Shota Meskhia State Teaching University of Zugdidi
A Young University, providing BA (Georgian Language and Literature, English Language and Literature, History, Business Administration, Pharmacy), MA (History of Georgia, Business Administration, Georgian Literature) and several Vocational Educational Programs. As a Teaching University, we are not allowed to provide any PhD programs. There are about 800 Bachelor students, 50 Master students, 600 professional students in our University. We are the University just at the administrative border of Abkhazia, about 50% our students are refugees (IDP). As a regional University, our mission to provide the European Standard learning and teaching capacity for the students in the region. The strategy of the university is to provide the highly qualified graduates according to the region’s interest and request, which will be oriented on democracy and humanism, Georgian and world cultural value compliance with modern demands competencies prepare and retrain new academic staff and teachers, provides and develops the conditions of teaching and research compliance with permanently changeable label markets by modification of curriculums.

Since 2012 our University succeeded a lot in the way of internationalisation, we have already received 5 Erasmus Mundus and 2 Tempus projects. University aims to support capacity building projects and enhance the student mobility abroad.
DARE Project Responsibilities:
International projects (mainly the capacity building projects) have a good impact not only the staff of the university but also for the society in the region. Being the cultural and educational center in the region University support the young generation and all kind beneficiaries to develop their way in the labour market and successful career. University has the special mission for the IDP, students coming from Abkhazia to get the EU standards Higher Education here in Zugdidi. Half of our students are the generation passing the administrative border of Abkhazia every day.

Teona Khupenia
Rector
Relevant skills: Leadership, Communications, an experience of being in the position of manager for years. Collegial, high-energy, professional with a multi-faceted background. Here is the list of positions on which she managed different fields. 2002-2006 vice manager of district Zugdidi. 2005 until now coordinator of Zugdidi Centre of National Exam, 2007 till now Rector of Shota Meskhia State Teaching University of Zugdidi. She is strong team builder, with strong interpersonal skills such as empathy, tact. She is intellectual and has strong analytical problem-solving skills, innovative, creative. Were involved in the tempus projects working in the university.
Bela Mosia
Head of Quality Assurance Service Center
Has experience of leadership in different fields of working. 2007 until now Head of Quality Assurance Service Center, 2003 -2005 Head of Cultural Department of Zugdidi (In region). 2005-2006 Head of Georgian Language and Literature department in the University of Zugdidi. Skills of leadership, outgoing. Coordinator of business education and consultation program, since 2005 until now the assistant of administrative in Zugdidi Centre of National Exam. High personal responsibility, full of ideas, positive outlook and good at organising and bring people together. Local coordinator of 5 Erasmus Mundus and 2 tempus project in ZSSU. Member of the ISFNR (International Society for Folk Narrative Research) and organiser of international conferences.
Sokhumi State University
The history of Sokhumi State University has begun since 1932, when by the regulation of Georgian government Sokhumi Pedagogical Institute was founded. In 1979 Sokhumi State University was established on its base, which was the fourth in the Caucasus and the second in Georgia. As a result of tragic events in Abkhazia in 1992-93 the Georgian part of the Sokhumi State University has been expelled from their native town and the university continues its activities in Tbilisi.
Programs in Sokhumi State University regularly undergo improvement and are through the self-evaluation process. Sokhumi State University trains specialists into many directions mainly for the regions, especially for the population living near the conflict zone and in the conflict zone, where the major part of the internally displayed persons of our country live.
SSU has 7 faculties: Education, Humanities, Social and Political Sciences, Natural Sciences and Health Care, Law, Economics and Business, Mathematics and Computer Sciences; more than 3000 students, about 300 Professors.
SSU has Globally recognized diplomas and accredited programs: Bachelor’s programs – 27, Master’s programs- 23, Doctoral programs – 11.
SSU implements a number of international exchange programs at all levels for students, including a fully funded Erasmus+ exchange programs, where they can gain a scholarship to study and research at different higher education institutions.
Sokhumi State University participates in various international projects initiated by the UN, European Commission, cooperates with Humboldt, Max Planck, Friedrich Ebert international funds; was involved in Tempus projects, among them especially successful was DOIT project. Today the university is involved in several Erasmus + projects, including DARE - project. SSU has accomplished various activities in the framework of DARE project, including: creation of free Georgian and English Classes, free Computer Class for ethnic minority students, for students with learning disabilities, purchasing of modern computer technologies, involvement of ethnic minority students and students with learning disabilities in scientific conferences and in different student activities.
DARE Project Responsibilities:
Sokhumi State University carries out Bachelor programs of Teacher Education and Inclusive Education, as well as Master programs of Psychology of Education and Education Sciences. Mainly disadvantaged groups of people of the regions, children from poor families, students from the conflict zone and bordering villages study these programs. The academic staff are employed at the Bachelor and Master programs of the Faculty of Education of SSU, who have experience in teaching, implementation and dissemination of inclusive education. Although we have some experience in providing access to education for people, regions, disadvantaged young people, we believe that sharing and implementing experience of higher education institutions involved in the project, as well as introducing such experience at resource centres and educational institutions existing in the regions will contribute to the expansion of access to education and self-realization for disadvantaged youth.We believe that access to education for disadvantaged groups of people of the region, should be divided into several stages:
- Sharing experience of higher education institutions involved in the project on this issue;
- Develop the programs to access to education for disadvantaged groups of people, people from the regions;
- Finding thematic materials developed on the basis of the mentioned programs and creating one information database.
- Piloting projects in higher education institutions.
- Publishing piloted materials in a textbook.
- Sharing experience of higher education institutions involved in the project on this issue;
Dr. Lia Akhaladze
Dean of Education Faculty
Doctor of History, Professor of the Faculty of Humanities of Sokhumi State University, Dean of Education Faculty.
In 2006-2008 - head of the Quality Assurance Service of the University and led accreditation process of the university. She is actively involved in curriculum development process at both faculties - Education and Humanities. She leads Master's program of Education Sciences and Master’s and Bachelor’s programs of History. She is actively involved in the successful functioning of the Bachelor program of Teacher Education and Inclusive Education at the Education Faculty.
The following courses were included in Bachelor programs by her initiative: Multicultural Education, Children’s Rights, Pedagogical Approaches in Multicultural Classroom, Inclusive Education, Children with Special Needs, Psychosomatics, Neuropsychology and others.
Is coordinator and researcher of DOIT and DARE projects at SSU. Is working on dissemination of the mentioned projects' ideas and implementation of their sustainability.
Prof. Lia Akhaladze explores the history of culture, multicultural environment of Georgia, culture and identity, history teaching issues, issues of assessment and methodics, the problems of the medieval history. Is a member of Association of Asian Population and member of Georgian Academy of Education Sciences. Her works are translated and published in many languages.
Tamar Shinjiashvili
Head of Teaching Process Management Services - Education Faculty
An Associate Professor of Education Faculty since 2009. In 2006-2010, a researcher at the institute of Demography and Social researches. In 2009-2015- a head of Teaching Process Management service of Education Faculty. Since 2016 - head of Quality Assurance Service of the Education faculty. She works on the issues of demography, migration, sociology of education, children rights, social problems of the population, culture and identity, active citizenship, curriculum development and class processes management. She is an author of more than 50 publications and 1 monograph in the field of demography, sociology, sociology of education. She developed several courses in sociology, demography and curriculum development for Bachelor and Master students in Sokhumi State University. Is actively involved in teaching management and quality assurance process of Education Faculty.
Dr. Shinjiashvili is a member of international organizations: International Union for Scientific Study of Population, Association of European Population, Association of Asian Population. Participant of several local and international grants, was an active member and participant of EU grant project Tempus – DOIT. Is researcher of DARE project at SSU.
Omar Ardashelia
Professor of the Faculty of Social and Political Sciences
Is a Professor of the Faculty of Social and Political Sciences of Sokhumi State University, a member of the Academic Board of the same University. Under his initiative and guidance, Bachelor's and Master's programs in International Relations are created at the university.
His basic scientific research field is the theory and history of international relations, globalization and the safety challenges of the modern world, international relations in the XIX-XX centuries and at the modern stage, in particular, Eastern countries France, Georgia-France, Iran-Georgia relations; participates in international conferences and projects, author of about 60 scientific works, including 4 monographs in Georgian, Russian, French, English languages.
